ボブ・ディランがラジオ番組の冒頭で老子を引用していた。ディランは老子を読み込んでいるわけではないだろう。有名な一節でよく引用される部分のようだからだ。いろいろな訳があるので気になって調べて見たら、Lionel Gilesという人の訳だとわかった。
第五十七章
以正治國。以奇用兵、以無事取天下。吾何以知其然哉。以此。 天下多忌諱、而民彌貧。民多利器、國家滋昏。人多智慧、邪事滋起。法令滋彰、盗賊多有。 故聖人云、我無爲而民自化、我好靜而民自正、我無事而民自富、我無欲而民自樸。
正を以って国を治め、奇を以って兵を用い、無事を以って天下を取る。吾れ何を以って其の然るを知るや、此れを以ってなり。 夫れ天下に忌諱（きき）多くして、民彌々（いよいよ）貧しく、民に利器多くして、国家滋々（ますます）昏（み）だれ、民に智慧多くして邪事滋々（ますます）起こり、法令滋々（ますます）彰（あきら）かにして、盗賊多く有り。 故に聖人は云う。我れ無為にして民自ら化し、我れ静を好みて民自ら正しく、我れ無事にして民自ら富み、我れ無欲にして民自ら樸なりと。
静けさによって国を指導せよ。 めずらしい作戦で戦争を行え。 何もしないで天下を勝ち取れ。 どうしてそれがわかるかといえば、 拘束と制限が多くなればなるほど、人々はますます貧しくなる。 人々が武器を多くもてばもつほど、国はますます混乱する。 こざかしいぺてん師が多くなればなるほど、奇妙なものはますます生じる。 法令と命令の押しつけが厳しくなればなるほど、盗賊と悪漢はますます多くなる。 だから、賢人はいう。 「私は行動しない。 そうすると、人々はおのずから教化される。 静寂にしていると、人々はおのずから落ち着いてくる。 何も干渉しなければ、人々はおのずから富み栄える。 私が欲望をなくしておれば、人々はおのずから本来の簡潔さに戻る。」
57. Conquer with Inaction
Do not control the people with laws, Nor violence nor espionage, But conquer them with inaction.
For:
The more morals and taboos there are, The more cruelty afflicts people; The more guns and knives there are, The more factions divide people; The more arts and skills there are, The more change obsoletes people; The more laws and taxes there are, The more theft corrupts people.
Yet take no action, and the people nurture eachother; Make no laws, and the people deal fairly with eachother; Own no interest, and the people cooperate with eachother; Express no desire, and the people harmonize with eachother.

Use uprightness in ruling a State; employ stratagems in waging war; practise non-interference in order to win the Empire. Now this is how I know what I lay down:--
As restrictions and prohibitions are multiplied in the Empire, the people grow poorer and poorer. When the people are subjected to overmuch government, the land is thrown into confusion. When the people are skilled in many cunning arts, strange are the objects of luxury that appear.
The greater the number of laws and enactments, the more thieves and robbers there will be. Therefore the Sage says: "So long as I do nothing, the people will work out their own reformation. So long as I love calm, the people will right themselves. If only I keep from meddling, the people will grow rich. If only I am free from desire, the people will come naturally back to simplicity."

This is Lionel Giles' translation of the Tao te Ching, from the Wisdom of the East series. Giles (1875-1958) was Keeper of the Department of Oriental Books and Manuscripts at the British Museum. He also translated Sun Tzu's Art of War.
This translation is long out of print, which is a shame, because it is a very clear English rendition of this very difficult and profund text.
